The Department of Government Enablement (DGE) in Abu Dhabi has partnered with Microsoft and Core42, a G42 company specializing in sovereign cloud, AI infrastructure, and digital services, to develop a sovereign cloud system that will enhance the efficiency and innovation of government services.

The multi-year agreement was signed in the presence of H.H. Sheikh Tahnoon bin Zayed Al Nahyan, Deputy Ruler of Abu Dhabi, and Khaldoon Al Mubarak, Chairman of the Executive Affairs Authority. The deal was formalized by Ahmed Tamim Hisham Al Kuttab, Chairman of DGE, Satya Nadella, Chairman and CEO of Microsoft, and Peng Xiao, Group CEO of G42.

The partnership will establish a unified sovereign cloud environment designed to handle more than 11 million daily digital interactions between Abu Dhabi government entities, citizens, residents, and businesses.

Ahmed Al Kuttab stated, “This partnership is a critical milestone in our digital transformation… we are helping to enable a powerful platform that will redefine government services.”

Abu Dhabi’s goal is to establish the world’s first fully AI-native government by 2027, enhancing government services, transparency, security, and innovation. Satya Nadella emphasized, “AI will transform how governments operate… Abu Dhabi is leading the way.”

As part of this vision, the emirate is investing $3.54 billion in digital infrastructure through the Abu Dhabi Government Digital Strategy 2025-2027. The initiative will introduce over 200 AI-driven solutions to enhance public service delivery, increase productivity, and support environmental sustainability. Innovations like TAMM 3.0, Abu Dhabi’s one-stop government services app, have already reduced offline customer visits by 90% and enabled over 73% of transactions to be completed instantly.

Peng Xiao added, “Core42’s Sovereign Public Cloud, powered by Azure… is a commitment to building resilient, future-ready digital infrastructure.” This partnership highlights the potential of AI and sovereign cloud technologies to modernize government operations and improve citizen services.
