In a strategic move to strengthen Dubai’s position as a global real estate investment hub, the Dubai Land Department (DLD) has signed a Memorandum of Understanding (MoU) with Masdar City. The agreement will allow companies and establishments operating in Masdar City’s free zones to own land and properties in Dubai under the freehold ownership system, a first for many businesses under the Abu Dhabi-based development.

The initiative is part of DLD’s ongoing efforts to expand the investor base and improve the overall competitiveness of Dubai’s real estate sector. It also aligns with the long-term goals of the Dubai Real Estate Strategy 2033, which seeks to increase transparency, accessibility, and investment inflows into the emirate’s property market.

The MoU was signed by Majid Al Marri, CEO of the Real Estate Registration Sector at DLD, and Ahmed Baghoum, CEO of Masdar City, during a formal ceremony in Dubai.

Al Marri noted, “We continue to expand access to Dubai’s freehold market through collaborative models that enhance the integration of the real estate ecosystem across the UAE. Enabling companies registered in free zones to own property in the emirate aligns with our vision of building a more open investment environment that offers diverse ownership options.”

He added, “We consider this a strategic step that adds significant value to the objectives of the Dubai Economic Agenda D33 by diversifying the investor base and stimulating new investment flows that contribute to market growth and sustainability.”

The agreement includes the development of a digital and transparent framework to streamline registration processes, enhance legal clarity, and support companies with guidance and simplified procedures.

Baghoum said, “This initiative highlights Masdar City’s commitment to supporting businesses with innovative solutions that address their needs and reinforces Masdar City’s position as a global hub for innovation and investment.”
