Dubai aims to boost Emirati talent in real estate with new broker program
These efforts have resulted in property transactions exceeding AED 500 million and the licensing of 231 new firms as of April 2025.

As part of its efforts to increase Emirati participation in key economic sectors, Dubai is working to build local expertise in the real estate industry. The Dubai Land Department (DLD) has opened registration for Emirati citizens to join the ‘Dubai Real Estate Broker Program’ through a link on its official website.
Since its launch, the program has received interest, drawing nationals looking to enter the real estate brokerage field. It aims to support the development of local talent and contribute to growth in the sector.
The Dubai Land Department (DLD) is urging developers and brokerage firms, particularly those not involved in earlier stages, to support its real estate broker program by submitting proposals and participating in its ongoing development. The department highlights the role of public-private collaboration in providing training and employment opportunities for Emiratis while strengthening Dubai’s position as an attractive investment destination.
So far, the program has exceeded expectations, with the number of qualified Emirati brokers reaching over 180 percent of the annual target. Delivered in partnership with accredited institutions, the training leads to a three-year real estate broker card. As of April 2025, the initiative has contributed to property transactions exceeding AED 500 million and the licensing of 231 new firms.
DLD has also held more than 10 meetings with 71 partners, including developers, brokerage firms, and training centers. To encourage Emirati hiring, an incentive points system will be introduced to improve a company’s DLD evaluation ranking.
The Dubai Land Department (DLD) confirms that the program aligns with the Dubai Social Agenda 2033. It aims to raise Emirati representation in real estate brokerage to 15 percent within three years, preparing a new generation of skilled national professionals and supporting Dubai’s global real estate hub position.
