Dubai boosts innovation push with 582 startups launched in 2025

A key highlight was Dubai’s global reach, with 70% of supported startups from outside the UAE, showcasing its international appeal.

As part of Dubai’s ongoing efforts to strengthen its position in digital innovation, the Dubai Chamber of Digital Economy has reported steady progress in supporting the emirate’s startup ecosystem. Operating under Dubai Chambers, the entity said it helped establish and expand 582 digital startups in the first nine months of 2025, highlighting the city’s growing role as a hub for technology and entrepreneurship.

AI was the most active sector, making up 21% of the supported companies, followed by HealthTech, Software-as-a-Service (SaaS), and FinTech, which together accounted for 17%. Around 70% of the startups were founded outside the UAE, underlining Dubai’s ability to attract international entrepreneurs and investment.

Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications and Chairman of Dubai Chamber of Digital Economy, stated: “In line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, we remain committed to consolidating the emirate’s position as a central hub in the global digital economy. We are building an advanced business environment defined by agility, readiness, and innovation to keep pace with rapid technological change, while enabling digital companies to grow and expand from Dubai into global markets.”

The chamber’s Business in Dubai platform played a key role, linking startups with investors, clients, and strategic partners. Nearly 47% of companies received setup and incubation support, while 32% benefited from business services.

To build on these efforts, the chamber released four reports, including The Entrepreneur’s AI Playbook, and organized 15 local events and 16 international roadshows across 17 cities. These initiatives engaged more than 2,140 digital startups and investors, further underscoring Dubai’s growing presence as a global hub for digital business.
