As the impacts of climate change intensify, driving rising temperatures, extreme weather, and ecosystem degradation, governments are increasingly shifting their focus from mitigation to adaptation. Reflecting this shift, Abu Dhabi has taken a significant step toward climate resilience with the launch of its first-ever Climate Change Adaptation Plan for the Environment Sector (2025–2050).

The science-based plan, announced by the Environment Agency—Abu Dhabi (EAD), outlines a comprehensive approach to protecting the emirate’s most vulnerable natural systems and resources. It forms a key pillar of the Abu Dhabi Climate Change Strategy 2023–2027 and aligns with both the UAE National Climate Change Plan 2017–2050 and the UAE Framework for Global Climate Resilience, introduced at COP28.

Dr. Shaikha Salem Al Dhaheri, Secretary-General of EAD, said, “The launch of the Abu Dhabi Climate Change Adaptation Plan for the environment sector marks a defining moment for the environmental future of the emirate. We are moving beyond foresight to decisive actions, preparing for climate realities with unwavering commitment to safeguarding our natural heritage.”

She noted that the plan will strengthen resource resilience, safeguard biodiversity, and support food and water security. “This achievement reflects our commitment to anticipating and adapting to current and future climate impacts,” she said. “It firmly places the emirate at the forefront of adaptation planning in the region.”

The plan focuses on critical environmental elements such as groundwater, soil, and biodiversity, and outlines 142 actions—including 86 high-priority projects to be implemented over the next five years. It supports Abu Dhabi’s broader vision for sustainable resource management and biodiversity conservation.

Sheikha Al Mazrouei, Executive Director at EAD, added: “Designed to be adaptive and forward-looking, the plan integrates the latest data… to ensure our responses remain effective over time.”

Developed in collaboration with more than 40 stakeholders, the plan is part of a broader emirate-level adaptation strategy to strengthen long-term environmental resilience.
