Dubai’s creative sector has become a major global economic force, accounting for 6.1% of the world’s economy, with a total value of $4.3 trillion. A recent report titled ‘Creative Dubai: Navigating Tomorrow’s Creative Landscape,’ which was launched by HH Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority (Dubai Culture), revealed that, in 2021, the UAE boasted the largest creative sector in the MENA region.

According to data from the Dubai Framework for Cultural Statistics and the Dubai Data and Statistics Establishment, Dubai’s cultural and creative industries contributed $5.98 billion in added value in 2022, accounting for 4.6% of the emirate’s GDP. The report also highlights that 47,544 companies are engaged in Dubai’s creative sectors, employing 175,727 people.

In 2023, Dubai attracted 898 FDI projects within the cultural and creative industries, with capital inflows reaching $3.19 billion. The report also reveals that Dubai is home to more than 40% of start-ups in the sector across the MENA region, with 306 start-ups based in the city that have secured over $1 million in funding.

Developed in collaboration with DinarStandard, a privately owned growth strategy research firm, the report highlights Dubai’s achievements in the cultural and creative industries. It emphasizes key factors driving the city’s cultural vision and offers a detailed analysis of the sector’s performance and investment opportunities.

DUBAI’S CREATIVE VISION FOR THE FUTURE

Sheikha Latifa emphasized that creativity is a significant cultural, social, and economic driver, playing a vital role in shaping the future of societies and cities. Reflecting on Dubai’s substantial impact on advancing knowledge and innovation-driven economies, she said: “Through its extraordinary growth journey and visionary achievements, Dubai has established itself as a prominent global economic and cultural hub. Under the leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Dubai has become a magnet for talent and investors worldwide. Its dynamic economic system and ambitious initiatives, along with the abundant opportunities it offers creatives and entrepreneurs, have solidified Dubai’s leadership in the creative economy and its role in shaping the future of culture and art.”

AN INTEGRATED ECOSYSTEM FOR CREATIVITY

Sheikha Latifa highlighted the strategic importance of the report, emphasizing its comprehensive overview of the creative economy both in the UAE and globally. She noted that Dubai continues to advance its creative and cultural industries by adopting innovative solutions, improving digital infrastructure, and fostering an environment that supports the full creative cycle, from creation and production to exhibition and participation. “By offering the necessary resources and facilities for creative businesses, we encourage talent to establish their ventures here. This approach has strengthened Dubai’s global profile, turning it into a thriving cultural hub aligned with our creative economy strategy,” she added.

Hala Badri, Director General of Dubai Culture, also noted that Dubai’s visionary leadership and attractive investment environment have cemented its position as a global hub for the cultural and creative industries. She said the Creative Dubai report reflects the strength of Dubai’s cultural sector and its potential to shape a bright future. “The report’s findings provide strong motivation for members of Dubai’s creative community, opening new horizons for them and inspiring innovation. As they continue their professional journeys and implement unique projects, they contribute to the strength of Dubai’s creative industries, which aligns with Dubai Culture’s commitment to empowering talent and entrepreneurs,” she stated.

The report highlights how Dubai’s robust infrastructure, business-friendly environment, and vibrant cultural scene have significantly contributed to its leadership in the global creative economy. This has led to Dubai winning the bid to host the World Cities Culture Summit 2024, marking the first time the event will be held in the MENA region, as well as the International Council of Museums (ICOM) General Conference in 2025, the first of its kind in the Middle East, Africa, and South Asia. Additionally, Dubai ranked first regionally and fourth globally in the Cultural Interaction parameter of the 2023 Global Power City Index for the second consecutive year.

Dubai’s creative sector has a profound impact on its economy, global stature, and quality of life. As a regional leader in creativity, the city fosters cultural enrichment, economic opportunities, and environmental sustainability. Its innovative urban development and artistic landscape further enhance its appeal, solidifying its position as a hub for cultural tourism.
