This is how Dubai is redefining urban support for its elderly population
Through its new ‘Barwa’ initiative, Dubai is introducing digital tools, personalized services, and expert guidance to help senior citizens and People of Determination manage their real estate independently and with ease.

As cities around the world grapple with aging populations, there is a growing focus on creating urban environments and services that support older residents to live independently and with dignity. From housing and healthcare to digital accessibility and mobility, local governments are increasingly rethinking how cities can be more inclusive, especially for senior citizens and people with disabilities. These efforts reflect a broader shift toward age-friendly urban planning, ensuring that as populations grow older, city services evolve to meet their changing needs.
Dubai has launched the ‘Barwa’ program, a comprehensive initiative that simplifies real estate management through a blend of digital innovation, in-person assistance, and expert advisory services. The move aims to enhance independence and quality of life for Emirati senior citizens and People of Determination.
The initiative, spearheaded by the Dubai Land Department, introduces a suite of services designed to eliminate the need for beneficiaries to leave their homes. These include the mobile ‘Al Taresh’ service, which facilitates at-home property transactions, and the ‘Al Karani’ service, which assigns a dedicated personal assistant to each individual to ensure continuous support and follow-up.
A key feature of the initiative is the integration of digital tools through the ‘Al Kaitoob’ platform, a remote property management solution that incorporates accessibility features tailored for people with disabilities. Additionally, the ‘Al Mersal’ call centre offers real-time digital support to address inquiries and guide users through the process.
The program also emphasizes financial literacy and informed decision-making. Under its financial and advisory arm, specialist teams provide personalized investment guidance aimed at maximizing returns and promoting long-term sustainability. Meanwhile, the ‘Real Estate Katateeb’ component offers educational workshops on property management and sound investment practices.
Barwa supports physical spaces with ‘Al Barza’ reception lounges at the Dubai Land Department headquarters. These lounges are designed to offer a premium and accessible experience for senior citizens and People of Determination.
Collaboration between the public and private sectors plays a vital role in the programme’s delivery. The ‘Al Hasela’ initiative, for example, engages certified private firms to offer services such as lease management, maintenance, and consultancy at preferential rates suited to the needs of the target groups.
Eng. Marwan Ahmed Bin Ghalita, commenting on the launch, said: “Barwa is not just a service initiative—it is a commitment to dignity, autonomy, and inclusion. Aligned with the ‘Year of Community’ theme, this program underscores our efforts to create a socially cohesive environment where every individual has the tools to thrive independently.”
The initiative marks a significant step in Dubai’s ongoing efforts to build a more inclusive and accessible real estate landscape, leveraging technology and community-focused services to ensure no one is left behind.
