UAE introduces National Identity Strategy to foster pride, belonging, and cohesion
The strategy was developed jointly by the Ministry of Culture and the National Projects Office of the Presidential Court.
The UAE government has launched the Emirati National Identity Strategy, a comprehensive framework designed to strengthen national identity and promote shared values throughout society. The strategy was unveiled during the UAE Government Annual Meetings 2025 in Abu Dhabi and developed jointly by the Ministry of Culture and the National Projects Office of the Presidential Court.
Announced by Salem bin Khalid Al Qassimi, Minister of Culture, during a keynote session titled “Legacy and Responsibility,” the strategy outlines a unified national approach to reinforcing the Emirati identity across all sectors of society. An accompanying exhibition under the same title showcased the values and elements of Emirati identity, encouraging participation from government entities and the community in advancing these principles.
The launch was attended by H.H. Sheikha Mariam bint Mohamed bin Zayed Al Nahyan, Deputy Chairperson of the Presidential Court for National Projects; H.H. Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority; and H.H. Sheikh Mohammed bin Rashid bin Mohammed bin Rashid Al Maktoum.
The strategy envisions a deeply rooted Emirati identity aligned with the leadership’s vision for stability, prosperity, and cohesion. It aims to strengthen national pride, family unity, and social harmony while promoting the UAE’s cultural identity globally. Embracing both citizens and residents, it fosters a shared sense of belonging and coexistence.
Built on three pillars, the framework defines the core components of national identity, integrates them across sectors, and introduces a National Identity Index to measure progress. Developed with input from over 40 entities, it reflects Emirati values rooted in Islamic principles.
The strategy highlights six core elements: Islamic values, the Arabic language, the Union, heritage, history, and the Emirati family, all of which are supported by five guiding values: respect, ambition, belonging, cohesion, and generosity.
It also identifies seven key dimensions, spanning culture, education, media, and governance. It sets out 13 initiatives, including integrating national identity into school curricula, preserving heritage, promoting family cohesion, and developing the Emirati dialect and tourism.
A National Identity Committee will be established to oversee implementation, coordinate efforts among entities, and ensure alignment across policies and initiatives.
Commenting on the launch, H.H. Sheikha Mariam bint Mohamed bin Zayed Al Nahyan said the Emirati national identity is both a legacy and a responsibility.
Salem bin Khalid Al Qassimi added that the strategy serves as “a unifying national framework that transforms identity from a cultural concept into a lived social practice,” ensuring that Emirati identity remains a cornerstone of the nation’s unity and progress.
