UAE launches AI-focused 3-year planning cycle aligned with ‘We the UAE 2031 Vision’
The government’s new 2031 planning cycle focuses on AI, streamlined processes, resource optimization, and financial efficiency.

The United Arab Emirates has initiated a new strategic planning cycle for the federal government, designed to advance national goals under the ‘We the UAE 2031’ Vision. The updated approach emphasizes the integration of artificial intelligence, resource efficiency, and agile governance.
Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE, and Ruler of Dubai, emphasized that proactive governance, future readiness, and strategic planning are core to the UAE’s government model, reinforcing its global standing and sustainable development efforts.
He announced the launch of the federal government’s new 2031 planning cycle, highlighting a focus on AI, streamlined processes, resource optimization, and financial efficiency. He noted a shift in governance, where success now depends on agility and smart resource management rather than comprehensive procedures. Despite evolving tools and priorities, the government’s commitment to serving the UAE’s people remains firm.
Al Maktoum directed ministries and federal entities to develop more flexible, tech-driven strategies incorporating AI to accelerate national goals.
The new strategic planning cycle, launched under the theme “Towards Achieving We the UAE 2031 Vision,” marks a major shift in the federal government’s approach. Involving 38 entities, it promotes smarter, more agile planning aligned with national priorities.
Key features include AI integration, streamlined procedures, better resource use, and a reduced cycle from five to three years to enhance responsiveness to global changes.
A strategic workshop hosted by the Prime Minister’s Office introduced the new planning framework to strategy directors from federal entities.
It emphasized proactive planning, data-driven decision-making, and reducing administrative burdens to enhance execution. Participants also explored inter-agency collaboration, alignment of financial and policy goals, and innovation to advance national development.
The workshop reviewed key initiatives aligned with the 2031 Vision, such as the National Cybersecurity Strategy and the National Investment Strategy, as examples of effective, forward-looking planning.
Head of Strategy and Government Innovation for the UAE Government, Huda Al Hashimi, outlined the progress federal entities have made in translating the long-term vision into actionable strategies. She also reflected on key achievements from the previous planning cycle, highlighting the role of strategic innovation in driving national progress and shaping a resilient, sustainable future.
