Institutional transformation drives financial sustainability, expands housing access, and accelerates energy efficiency initiatives

The UAE Ministry of Energy and Infrastructure has announced a series of achievements across housing, infrastructure, energy efficiency, and government services as part of a broader institutional transformation aimed at strengthening financial sustainability and enhancing the country’s global competitiveness.

Under its financial sustainability strategy, the ministry adopted a new operating model to achieve operational budget self-sufficiency between 2020 and 2025. As part of this initiative, two companies were established, with plans to increase the total to six by 2026. The ministry also launched 15 public-private partnership (PPP) projects expected to generate more than AED40 million in revenues by 2027, along with agreements with five national banks to provide alternative housing financing options.

In the housing sector, the ministry introduced a new financing model that helped address around 12,000 accumulated housing applications. The initiative also enabled housing loans to be financed through private-sector partnerships, reducing the government’s budget allocation for housing loans. As a result, the housing demand fulfillment rate increased from 34% to 94%, while homeownership among UAE citizens reached 91%.

The ministry also accelerated regulatory development by introducing 5 new policies and launching 4 certification schemes over the past 5 years to strengthen governance across the sector.

In energy efficiency and demand management, the ministry launched a national plan extending to 2050 that includes 34 initiatives to improve energy and water consumption. It also established a national team for energy and water demand management that includes 30 representatives from 28 entities, along with five technical committees to advance 16 initiatives across buildings, transport, industry, and agriculture.

As part of efforts to improve energy efficiency in buildings, the ministry launched the first phase of the Federal Government Buildings Energy and Water Consumption Reduction Project, covering 60 federal buildings with investments of AED120 million. A second phase is planned to expand the initiative to 360 federal buildings, with an estimated cost of AED1 billion, financed entirely by the private sector.

The ministry has also supported the transition to sustainable transport by establishing UAEV, an initiative to expand electric vehicle charging infrastructure across the country.

Bundles model to streamline public services. The “Manzili” service bundle, launched in collaboration with 24 entities, significantly simplified the housing services process by reducing the number of service providers, required documents, and procedures. A maritime transport service bundle also reduced customer effort by 97 percent while serving more than 38,000 commercial vessels.

The ministry also launched its first digital centre powered by advanced technologies to further enhance service delivery and improve customer satisfaction.

Suhail Mohamed Al Mazrouei said the achievements reflect the UAE leadership’s vision of building a proactive and efficient government model supported by strong public-private partnerships.

“We have worked to translate this vision into tangible outcomes that strengthen financial sustainability, advance the housing ecosystem, enhance energy efficiency, and accelerate digital transformation – ultimately improving the quality of life for citizens and residents while reinforcing the UAE’s competitiveness at both the regional and global levels,” he said, adding that the ministry will continue to expand strategic partnerships and accelerate national initiatives through 2050 to support the UAE’s transition to a green and digital economy.
