Saudi Arabia unveils seven-part strategy to reshape sports clubs
The Ministry of Sport introduced an enhanced funding and incentive model to improve clubs’ performance, sustainability and competitiveness.
Saudi Arabia has launched a seven-part strategy for sports clubs for the 2026-2027 season, with a greater emphasis on commercial revenues, fan engagement, governance and digital services.
The Ministry of Sport said the latest edition of its Sports Clubs Support Strategy marks the program’s eighth year. It introduces an enhanced funding and incentive model aimed at improving institutional performance, financial and administrative sustainability, and competitiveness among clubs.
The strategy covers direct support, various sports, governance, fan attendance, facility development, digital transformation and commercial revenue growth. Together, the initiatives are designed to improve operational efficiency, diversify revenue streams and strengthen the long-term sustainability of sports clubs.
The new commercial revenue initiative is the main addition to this year’s strategy. It aims to help clubs increase self-generated income, strengthen investment and develop their business models, creating new sources of long-term financial value beyond direct support.
Fan engagement is another key focus. The fan attendance initiative aims to increase stadium attendance, improve the overall supporter experience, and encourage fans to become long-term members of their clubs.
Direct support and the various sports initiatives will also continue, with the ministry’s performance-based funding model intended to improve spending efficiency and encourage sporting excellence. The ministry did not disclose the level of direct financial support available to clubs for the new season.
Governance measures will focus on developing evaluation standards and performance indicators, while strengthening compliance, transparency and accountability. The strategy also seeks to improve clubs’ administrative and financial governance.
Digital transformation will continue through efforts to improve clubs’ digital services and standardize operational platforms, with the ministry linking these measures to greater institutional efficiency and an improved club experience.
Facility development will also remain part of the program, with continued investment in sports infrastructure intended to strengthen clubs’ operational capabilities.
The strategy forms part of Saudi Arabia’s broader efforts to develop a more efficient, sustainable and competitive sports ecosystem, while improving clubs’ commercial and institutional capabilities and strengthening the sector’s contribution to the Kingdom’s wider development objectives.
