Saudi Arabia’s Data and Artificial Intelligence Authority, known as SDAIA, has issued a new framework outlining the General Rules for the Secondary Use of Data, aimed at regulating data sharing and expanding the use of data at the national level.

The rules establish controls and procedures for requesting and sharing data for secondary purposes, including activities that serve the public interest and support research, development, and innovation.

SDAIA stated that the framework is designed to encourage more effective data sharing among government entities, enhance public-sector efficiency, and strengthen data-driven decision-making.

The authority added that the rules will support the implementation of national strategies and targets by providing structured and regulated access to data for secondary use. By enabling the responsible reuse of existing datasets, the framework is expected to accelerate innovation, enhance research capabilities, and improve the quality and effectiveness of government services.

SDAIA stated that the new rules are part of its broader efforts to develop a national data ecosystem that balances accessibility with governance and responsible use, in line with Saudi Arabia’s digital transformation and artificial intelligence goals.
