Abu Dhabi moves to independently verify greenhouse gas emissions data

In a move to strengthen climate accountability and improve emissions management, the Environment Agency – Abu Dhabi (EAD) has issued Resolution No. (03) of 2026, establishing a regulatory framework for verifying greenhouse gas emissions data and introducing a system to register and accredit qualified emissions verifiers.

Under the new framework, facilities operating in targeted sectors whose emissions meet or exceed specified thresholds will be required to measure and report their greenhouse gas emissions. The data must also undergo independent verification by EAD-approved verifiers to ensure accuracy and reliability.

The resolution outlines requirements for facility registration, emissions measurement plans and the submission of verified reports. It also establishes standards for verifiers’ technical expertise and independence, as well as requirements for preparing verification reports.

According to EAD, the framework marks a shift from developing climate regulations to implementing them through reliable, independently verified emissions data.

The new system is also expected to create opportunities for private companies, consultancies and qualified professionals by increasing demand for specialized emissions verification services. It aims to strengthen local expertise in carbon accounting and environmental data auditing.

Facilities that fall outside the scope of the resolution can voluntarily measure and report their emissions in coordination with EAD and relevant regulatory authorities.

As part of the initiative, EAD will develop and manage a digital database to facilitate the electronic submission, verification, storage and archiving of emissions reports while ensuring data quality, accuracy and confidentiality.

The agency will also leverage advanced technologies and data analytics to generate emissions indicators and reports for relevant authorities, supporting evidence-based policymaking and more effective emissions management.

The framework aims to strengthen Abu Dhabi’s environmental governance and advance the emirate’s wider sustainable development goals.
