Saudi Arabia earns advanced rating in 2025 Digital Experience Index
With an 86.71% score, Saudi Arabia’s Digital Government Authority celebrates rising satisfaction, broader reach, and international recognition as the nation’s digital transformation gains pace.

In a significant milestone for Saudi Arabia’s digital transformation journey, the Digital Government Authority (DGA) announced that the country’s Digital Experience Maturity Index for 2025 has reached 86.71%, earning it an “advanced” rating.
This year’s index evaluates the performance and maturity of digital platforms offering government services. It was based on a comprehensive assessment of 50 platforms, up from 39 in 2024. The platforms were measured across four key areas and 20 indicators, including beneficiary satisfaction, user experience, complaint resolution, and emerging technologies.
The numbers highlight a strong story of growth and inclusion. More than 374,000 beneficiaries participated in this year’s survey, contributing to developing a more user-focused digital ecosystem. Notably, the top 10 digital platforms all scored above 89%, with Absher leading at 93.95%, followed by ZATCA at 93.25%, Tawakkalna at 91.89%, and Etimad at 91.43%.
Digital inclusion was also a key focus, with the sub-index reaching 75.30% and earning a “Competent” rating. This reflects growing recognition of the importance of building accessible digital services for all citizens, including the elderly and people with disabilities.
Saudi Arabia’s digital progress is attracting global recognition. The Kingdom was recently ranked first in the region in ESCWA’s 2024 Electronic and Mobile Government Services Maturity Index and placed second among G20 countries in the UN Digital Services Index, further cementing its position as a leader in digital innovation.
