Dubai rolls out AI-powered workforce productivity system across government

Dubai has adopted a unified Workforce Productivity Measurement System across its government, with the technology now implemented in 32 government entities and using machine learning and advanced artificial intelligence to support analysis and decision-making.

The Dubai Government Human Resources Department (DGHR) said the system was developed over five years and draws on millions of data points to measure workforce productivity, improve resource allocation and provide government entities with insights for planning and policy development.

The system was formally adopted as a government-wide framework under Executive Council Resolution No. 67 of 2025.

Its implementation is intended to support Dubai’s broader shift towards data-driven government, creating a unified methodology for measuring productivity and analyzing the relationship between human and financial resources, government outputs and service outcomes.

According to DGHR, the system incorporates analytical tools and digital platforms powered by machine learning and AI, allowing government entities to monitor productivity indicators and assess how resources are being used.

The resulting data is intended to support more efficient planning, improve institutional performance and provide policymakers with more accurate and forward-looking insights.

Development of the system began in 2020 with a pilot involving a limited number of government entities. During the project phase, the Workforce Productivity Measurement Steering Committee was established under Resolution No. 7 of 2023 to help develop the methodology and prepare entities for wider implementation.

Following the system’s government-wide adoption, the committee concluded its work after completing its assigned responsibilities.

Abdullah Ali Bin Zayed Al Falasi, Director General of DGHR, said the adoption of the system marked a step in Dubai’s efforts to build a government increasingly driven by data and advanced analytics.

“The adoption of the Workforce Productivity Measurement System across the Government of Dubai represents a strategic milestone in the advancement of government work and reflects Dubai’s vision to build a government driven by data and advanced analytics,” Al Falasi said.

He added that the system goes beyond measuring productivity by establishing a unified framework to support resource allocation, improve service quality and strengthen institutional performance.

The initiative forms part of Dubai’s wider efforts to use data and digital technologies to improve government operations, with the system designed to help entities make more efficient use of resources while supporting policy development and service delivery.
