UAE PASS sets global benchmark for digital public infrastructure, says WEF

The World Economic Forum (WEF) has recognized UAE PASS as a global benchmark for digital public infrastructure, highlighting the UAE’s progress in building integrated, user-centric government services powered by a unified digital identity.

The recognition appears in the WEF’s latest report, The GovTech Compass: Ten Principles for the Responsible Implementation of GovTech and Digital Public Infrastructure. UAE PASS is featured under the report’s seventh principle, From Digital Maximalism to Digital Pragmatism, which encourages governments to replace fragmented digital systems with shared, reusable national infrastructure that can be deployed across public agencies.

According to the report, UAE PASS demonstrates how a common digital platform can enable government entities to share digital capabilities, improve service delivery, strengthen cross-government integration, and create a more seamless user experience.

“The World Economic Forum’s recognition of UAE PASS reflects the UAE’s leadership in advancing an integrated digital model built on trust, integration, and a human-centric approach, aligned with the wise leadership’s vision to build a connected government where enhancing quality of life is the driving force behind digital transformation,” said Hamad Obaid Al Mansoori, Director-General of Digital Dubai.

Launched through a strategic partnership between Digital Dubai, the Telecommunications and Digital Government Regulatory Authority (TDRA), and the Department of Government Enablement – Abu Dhabi, UAE PASS serves as the country’s unified national digital identity platform. It enables users to securely access government and private-sector services, verify their identity, and digitally sign documents across the UAE. The platform is also supported through collaboration with the Ministry of Interior, the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), and the Dubai Electronic Security Center.

“The UAE PASS ecosystem represents an advanced model of national collaboration and partnership, with TDRA playing a pivotal role in overseeing digital transformation at the federal level,” said Eng. Majed Sultan Al Mesmar, Director-General of the Telecommunications and Digital Government Regulatory Authority.

Wesam Lootah, Director-General of GovDigital at the Department of Government Enablement – Abu Dhabi, said the recognition reflects the country’s broader vision for technology-enabled public services.

“These achievements reflect the UAE’s vision to redefine government operations through advanced technologies and AI, enabling the delivery of more efficient, seamless, and proactive services,” Lootah said.

Today, UAE PASS has more than 12 million registered users and facilitates millions of digital transactions each year across hundreds of government and private-sector services, making it one of the UAE’s most widely adopted digital public platforms.
