UAE launches phase two of Zero Bureaucracy Program to boost government efficiency
The program’s first phase eliminated more than 4,000 redundant procedures and reduced service times by over 70%.

The UAE has launched the second phase of its Zero Government Bureaucracy program, a nationwide initiative to cut red tape, accelerate service delivery, and position the country as a global model for efficient, citizen-focused governance.
Announced by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the program builds on the success of its first phase, which eliminated more than 4,000 redundant procedures and reduced service delivery times by over 70%.
“We launch the second phase of the Zero Government Bureaucracy program, a national project designed to create simpler, faster, and more impactful government services,” Sheikh Mohammed said during the launch event in Dubai, which was attended by over 200 senior officials.
“Today, we expand these efforts, focusing on eliminating digital bureaucracy to realize our goal: a government without complexity, services without waiting times, and results that tangibly improve people’s lives.”
Launched in November 2023, the program is part of the UAE’s broader ambition to deliver seamless, digitally advanced, and proactive public services. It aligns with President Sheikh Mohamed bin Zayed Al Nahyan’s vision to establish a world-class model of governance.
Mohammad Al Gergawi, Minister of Cabinet Affairs, noted that more than 690 teams from 30 government entities contributed to the initial phase, helping save over 12 million service hours and nearly $305 million annually.
He added that the second phase will aim for “zero digital bureaucracy,” focusing on round-the-clock system availability, enhanced platform integration, improved customer experiences, and greater use of artificial intelligence across services.
