AI innovation is making significant strides in the UAE, with Abu Dhabi leading the way in embracing AI’s potential to enhance public sector efficiency. The Abu Dhabi Government has unveiled the “Abu Dhabi Government Digital Strategy 2025-2027,” a pivotal initiative to transform the emirate into a global leader in AI-driven governance.

Launched by the Department of Government Enablement – Abu Dhabi (DGE) in collaboration with various government entities, the strategy outlines a $3.54 billion investment over two years to drive innovation and accelerate technology adoption across the emirate.

A core focus of the strategy is building a robust digital infrastructure, laying the foundation for the complete adoption of sovereign cloud computing across government operations. This will enable the digitization and automation of all processes. The initiative also includes developing a unified digital enterprise resource planning (ERP) platform to streamline government functions and enhance efficiency and productivity.

Through the AI for All program, the Abu Dhabi government is investing in training its citizens to effectively apply AI technologies. Additionally, over 200 innovative AI solutions will be deployed across government services, solidifying Abu Dhabi’s position as a global hub for AI-driven innovation. The strategy also emphasizes the creation of digital guidelines and frameworks to ensure top-tier cybersecurity standards, enabling the government to tackle future challenges.

Ahmed Hisham Al Kuttab, Chairman of the DGE, said, “The Abu Dhabi Government Digital Strategy 2025-2027 reflects our leadership’s vision of being an AI-native government, seamlessly integrating AI across all government systems for a future that is proactive, agile, and fully technology-enabled. By incorporating AI, cloud technologies, and data-driven insights into our government’s DNA, we will transform public service delivery, optimize government operations, and drive sustainable economic growth.”

Building on more than a decade of digital advancements, the strategy continues transitioning from e-government to smart government and now to AI-powered services for citizens, residents, and businesses across various sectors. Initiatives like TAMM 3.0 and the Abu Dhabi Program for Effortless Customer Experience pave the way for next-generation digital solutions, incorporating AI, sustainability, cloud computing, and data analytics.

By 2027, the strategy is expected to contribute over $6.53 billion to Abu Dhabi’s GDP and create more than 5,000 jobs, supporting Emiratisation efforts.

Strategic initiatives and partnerships include collaborations with the Mohamed bin Zayed University of Artificial Intelligence for upskilling, the Advanced Technology Research Council (ATRC) for developing large language models, and G42 for advancing AI infrastructure.
