Dubai has launched the Dubai Future Regulations Team, bringing together representatives from 25 government entities to develop legislation that responds to technological advances and economic changes.

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince, UAE Deputy Prime Minister and Minister of Defence, and chairman of the Dubai Future Foundation’s Board of Trustees, attended the launch on Thursday. The initiative is supervised by the Dubai Future Foundation and the Supreme Legislation Committee in Dubai.

“Dubai is leading the race among global cities to develop future-ready legislation,” Sheikh Hamdan said, adding that flexible regulations are needed to keep pace with economic transformation and advances in technology and innovation.

He said the initiative aims to make legislative innovation an institutional practice through public-private sector collaboration, positioning legislation as a driver of economic growth and global competitiveness.

The team will identify regulatory challenges and opportunities across sectors, strengthen legislative capabilities within government entities, and develop policies and regulations to address emerging technologies and economic and social changes.

Its work will include reviewing existing legislative barriers, identifying areas for reform and developing practical regulatory solutions to address the evolving needs of different sectors. The initiative will also promote cooperation among government entities to support the testing, adoption and wider implementation of new legislation.

As part of the program, team members will participate in a capacity-building initiative with University College London (UCL), including specialist workshops, expert discussions and international visits to examine global practices in legislative development and innovation.

The team will also work with relevant government entities to develop recommendations and regulatory solutions to strengthen Dubai’s legislative flexibility and prepare its key sectors for future developments.
