Egypt launches first real estate tax app to simplify compliance
The app enables citizens to file tax returns, make payments and apply online for primary residence tax exemptions.
Egypt’s Minister of Finance, Ahmed Kouchouk, has announced the launch of the country’s first mobile application for real estate tax services, enabling citizens to file tax returns, make advance payments, settle outstanding dues, and apply electronically for exemptions on their primary family residences.
The launch is part of the government’s broader push to digitize tax services and simplify compliance procedures. Property owners with multiple units will be able to submit a single tax return covering all their properties, while electronic payment receipts will be officially recognized.
Kouchouk said the new real estate tax facilitation package is intended to ease both financial and administrative burdens on taxpayers. Among the key measures is an increase in the exemption threshold for a family’s primary residence to properties valued at up to EGP 8 million, compared with the previous EGP 2 million limit.
The minister also announced plans to develop an intelligent reference-pricing map for built properties to standardize valuation criteria and support more consistent, transparent assessments. Applications for primary residence exemptions can now be submitted electronically, eliminating the need for taxpayers to visit tax offices.
As part of the package, late-payment penalties will be waived for taxpayers who settle their principal tax liabilities by October 2. Ongoing disputes may also be resolved through reconciliation agreements if taxpayers pay 70% of the tax due before the same deadline.
No tax will be imposed on demolished properties or on properties rendered unusable due to exceptional circumstances, Kouchouk said.
The reforms also introduce incentives to encourage timely compliance. Taxpayers who file on time will receive a 25% reduction on residential units and a 10% reduction on non-residential units. Discounts on advance payments will increase to 30%, with benefits ranging from EGP 200 to EGP 1,000 depending on the property type.
Ramy Youssef, Assistant Minister for Tax Policies, said individuals who voluntarily register previously undeclared properties will be covered under a new framework designed to encourage compliance. He added that all appeals filed by the Real Estate Tax Authority before appeal committees will be withdrawn, while the authority’s right to challenge rental values determined by valuation committees will be removed.
Taxpayers will also be able to pay taxes and associated late fees in installments through electronic payment channels, further streamlining the compliance process.
